Post: Assistant Chemist

The Ministry of Jal Shakti, under the Department of Water Resources, River Development & Ganga Rejuvenation, has three permanent vacancies for the post of Assistant Chemist in the Central Ground Water Board. The distribution of the posts is as follows: one for the Economically Weaker Section (EWS), one for Other Backward Classes (OBC), and one for Schedule Caste (SC).

Pay Scale: The selected candidates will be placed in Level-08 (Rs. 47,600-1,51,100/-) in the Pay Matrix as per the CCS (Revised Pay) Rules, 2016. The total emoluments, excluding T.A. (Travel Allowance) and HRA (House Rent Allowance), at the time of initial appointment will be approximately Rs. 47,600/- per month plus applicable Dearness Allowance (DA).

Age Limit: The age limit for EWS category candidates should not exceed 30 years as of the normal closing date. For Other Backward Classes, the age limit is not exceeding 33 years, and for Schedule Tribes, it is not exceeding 35 years, both as of the normal closing date. There is a relaxation of up to five years in the upper age limit for regularly appointed Central Government/Union Territory Government servants, as per the instructions issued by the Government of India. Candidates belonging to other specific categories may refer to the relevant instructions and additional information for applicable age concessions.

Essential Qualifications: Candidates must possess a Master’s Degree in Chemistry, Organic Chemistry, Physical Chemistry, Inorganic Chemistry, Analytical Chemistry, Agricultural Chemistry, or Soil Science from a recognized University or Institute.

Note: The Union Public Service Commission (UPSC) has the discretion to relax the qualifications in case of otherwise well-qualified candidates, and such relaxation will be recorded in writing.

Desirable Qualifications: It is desirable for candidates to have two years of experience in Ground Water Analysis and Ground Water Chemistry work from any recognized Institute, autonomous body, or Government organization.

Duties: The Assistant Chemist will be responsible for conducting chemical analysis of water samples, including trace elements, heavy metals, and organic compounds. They will assist the Chemist and compile analytical data of water samples for data quality and computerization of chemical data. Additionally, the duties include the preparation of water quality reports, submission of progress reports, and field chemical analysis as required for specific studies. The Assistant Chemist may also be involved in field studies, including on-the-spot water quality analysis.

Probation: The selected candidates will be placed on probation for a period of two years.

Headquarters and All India Service Liabilities: The headquarters for the Assistant Chemist position is located at the Central Ground Water Board, Central Headquarters, Faridabad (Haryana) – 121001. The candidates will have All India Service liabilities, which means they may be required to serve anywhere in India as per the organization’s needs.

These are the instructions and additional information for candidates applying for the recruitment by selection for the post of Assistant Chemist:

  1. Citizenship: Candidates must be either a citizen of India, a subject of Nepal, a subject of Bhutan, a Tibetan refugee who came to India before January 1, 1962, with the intention of permanently settling in India, or a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, or East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia, and Vietnam with the intention of permanently settling in India. Candidates belonging to categories (b), (c), (d), and (e) must have a certificate of eligibility issued by the Government of India.
  2. Age Limits: The age limit for the post is mentioned in the advertisement. Candidates belonging to various categories may refer to the instructions regarding concessions and relaxations for applicable age concessions.
  3. Minimum Essential Qualifications: All applicants must fulfill the essential requirements of the post and other conditions mentioned in the advertisement. Candidates are advised to ensure they possess at least the essential qualifications prescribed for the post before applying. Enquiries regarding eligibility will not be entertained. Possessing the prescribed essential qualifications does not automatically entitle candidates to be called for an interview.

Application Fee:

  • Candidates need to pay a fee of Rs. 25/- (Rupees Twenty-five) either by depositing the money in any branch of SBI by cash, using net banking facility of SBI, or using a visa/master credit/debit card.
  • SC/ST/PwBD/Women candidates of any community are exempted from the fee.
  • General/OBC/EWS male candidates need to pay the full prescribed fee.

How to Apply:

  • Candidates must apply online through the website http://www.upsconline.nic.in. Applications submitted through any other mode will not be accepted.
  • Candidates must upload the required documents/certificates in support of their claims in the application, such as date of birth, experience, desirable qualifications, etc. The documents should be uploaded in PDF format, with the file size not exceeding 1 MB for specific modules and 2 MB for the “UPLOAD OTHER DOCUMENT” module.
  • Documents such as matriculation/10th standard certificate, degree/diploma certificate, caste certificate, experience certificate, etc., should be uploaded as per the prescribed formats and guidelines.
  • Candidates should provide correct and active email addresses in the online application, as all correspondence from the Commission will be made through email.
  • Candidates applying for multiple posts should submit separate applications and pay the fee for each post separately.
  • After submitting the online application, candidates should take a printout of the finally submitted application. There is no need to send the printout or any other document to the Commission.
  • Candidates are advised to submit their online applications well in advance without waiting for the closing date.
  • OTHER INFORMATION/INSTRUCTIONS
  • All candidates, including those in government service or private employment, should submit their applications directly to the Commission through the online mode. However, candidates who are already in regular government service should inform their Head of Office/Department in writing about their application for the selection process.

    b) The eligibility of candidates in all respects will be determined as of the closing date for submitting the Online Recruitment Application on the website upsconline.nic.in.

    c) If a candidate claims a particular qualification as an equivalent qualification as per the requirements of the advertisement, they must provide the necessary order/letter indicating the authority and relevant details. Failure to do so may result in the rejection of the online application.

    d) Candidates may be required to attend a personal interview at a designated location determined by the Commission. The Commission does not bear the expenses for traveling or other costs incurred by candidates for the interview. However, the Commission provides a contribution towards traveling expenses based on the second-class mail railway fare by the shortest route from the nearest railway station to the candidate’s normal place of residence or the actual amount incurred, whichever is less. Detailed information will be provided to the candidates when they are called for the interview.

    e) For candidates interviewed in Delhi, the Commission will provide the contribution towards traveling expenses on the spot during the interview. For candidates interviewed at locations other than Delhi, the contribution will be sent later via Money Order. Candidates can also choose to have the contribution transferred to their respective bank accounts by submitting a canceled cheque along with their travel allowance (TA) claims.

    f) The invitation for an interview does not guarantee selection. Appointment orders for selected candidates will be issued by the government.

    g) Candidates must be in good physical health and willing to undergo any medical examination as required by the government.

    h) The final results will be communicated to the candidates through the UPSC website, Employment News, and other official channels. The Commission does not respond to inquiries about the reasons for non-selection for interview/appointment.

    i) The Commission may grant a higher initial pay to candidates who are deemed meritorious in the interview.

    j) Canvassing in any form will lead to disqualification.
