The National Health Mission (NHM) is a program under the Ministry of Health and Family Welfare of the Government of India. Its aim is to provide universal access to quality and affordable health care services, while also reducing child and maternal mortality and promoting population stabilization, gender, and demographic balance.
The National Health Systems Resource Centre (NHSRC) is looking for a Consultant, Quality & Patient Safety for their Regional Resource Centre for North-Eastern States (RRC-NE) in Guwahati, Assam.
Key Responsibilities: The primary responsibility of the consultant will be to implement the “Operational Guidelines for Quality Assurance in Public Health Facilities.” This includes advocacy, customization of checklists, conducting workshops and seminars, helping health facilities address gaps, and facilitating the certification process for public health facilities in various states.
The expected role of the Consultant, Quality & Patient Safety, includes the following responsibilities:
- Being a team player ii. Traveling to states and districts to provide quality assurance (QA) trainings with excellent communication skills in Hindi and English. iii. Willingness to travel to various locations, including remote areas. iv. Development and review of training resources. v. Providing technical assistance to states and districts in the implementation of their Quality Assurance Units. vi. Following up with North-Eastern states on updates related to the National Quality Assurance Program, facilitating assessments, and mentoring for certification under the program. vii. Reviewing the drug and logistics procurement system. viii. Appraising State Performance Improvement Plans and other documents. ix. Drafting and report writing. x. Any other task assigned by the Director of RRC-NE and the Sr. Consultant for Quality & Patient Safety.
Output: The expected outcome of the role is the timely completion of tasks and responsibilities and regular reporting to the Director of RRC-NE on a monthly basis.
The qualifications and experience required for the position of Consultant, Quality & Patient Safety are:
- Essential: a. A degree in MBBS, BDS, AYUSH, Pharmacy, B. Sc. Nursing, with a post-graduate degree/diploma (2-3 years regular full-time course) in Community Medicine, Public Health, Community Nursing, Hospital Management/Administration from a recognized institute. b. At least 2 years of experience after post-graduation in Quality Assurance, Health System, or Public Health. c. Excellent communication skills in both writing and verbal forms. d. Proficiency in MS Office and any computerized data analytical package.
- Desirable: a. Preference may be given to candidates who have worked on assignments resulting in certification/accreditation of hospitals under recognized quality systems such as NQAS, LaQshya, ISO 9001, NABH, JCI, NABL, etc., and/or certified as External NQAS/Internal NQAS/NABH/NABL Assessors. b. A recognized qualification in a Quality System, although this requirement may be waived for candidates with significant field experience. c. Experience in hospital administration of a certified facility as mentioned in B (a).
Location : The position is located in the Regional Resource Centre for North-Eastern States (RRC-NE) at Guwahati, Assam.
Travel and subsistence – As per NHSRC/RRC-NE norms: The consultant must be prepared for extensive travel to the state, district, block, and village levels, with travel and subsistence reimbursed as per NHSRC rules. All travels must be authorized in advance by the Director of RRC-NE.
Reporting Requirements: The Consultant will be required to submit monthly reports to the Director, RRC-NE through the Senior Consultant-Q&PS.
Workstation : The workstation of the Consultant will be at RRC, NE in Guwahati, but may be relocated to any of the stations in any of the NE states as required by the organization.
Consultancy Period and Consultancy fees: The consultancy period is initially till 31st March, 2025, with the first three months being on probation. The consultant will be paid a consolidated monthly fee based on their qualifications and experience, which will range from Rs.60,000/- to Rs.1,20,000/-. The consultant will not be entitled to any other benefits, payments, subsidies, compensation, or pensions.
Age Limit : The age limit for the position is not above 45 years as of the last date of receiving applications. Only shortlisted candidates will be informed and called for an interview.
